Federal Government declared area as wilderness and then charged existing cabin owners up to $1500/year to keep their cabins there. Someone figured out that while the Feds controlled the land, the State of Alaska controled the river, so some people mover their cabins to floating rafts, anchored in the river to avoid fereral fees!
