This is, for me, a multi-layered image both actually and metaphorically. The first layer is the reflection - which gives context, next is the building itself - the place where the dreams of Hollywood are createded - and finally the red/orange coated construction worker. (Did you run that jacket up to him?) He for me symbolizes the fact that all the dreams and artifice of Hollywood is "built" on hard work, both physical and mental.
