I grew up near New York City and the winter bleakness of this image reminds me of non-snow winter days. I would add to Phil's comments that the reflection of the "C" in the water brings the eye down to the water which takes us into the image - and the gray oppressive sky completes the mood.
The strongest of all of your New York City images, this photograph works because of it layers. You anchor the image with the incongruous Columbia logo in the foreground. It is surreal, unexpected, and out of place. The gulls at right are a perfect diagonal counterpoint to the logo, and make up the second layer. The bridge itself is the third layer, and the buildings in the distance make up a fourth layer.
