No he is not Tamil as you can tell from his clothes. He is a tourist, an Indian one that for sure.
They come by busses from other states making tours to Tamil Nadu and then the Meenakshi is on top of the list. Indians like to travel a lot.

Sitting across the street just outside the Meenakshi temple, isolated by all the noise, sheltered in the shade,
he was all attention to his notebook, not even noticing me as I was part of the noise to be shut-down by his concentration.

So characteristic of India, yet incongruous to Westerners. And it's almost a black and white picture, except for the skin tones and the blue ink. The very subtle use of color underscores the simplicity of both the idea and the lifestyle of this man as well.

Really nice shot. The way he sat with his knees above his shoulder reminds me of my great grandmother.
