What a surprise when I opened up this image in Adobe Camera Raw and saw what I thought were eggs on this dragonfly. Uploaded the picture (560 px longest side max if you want to use them) to bugguide.net and was told they were mites.
It's a Pachydiplax longipennis, "Blue Dasher".
Fantastic shot of this beauty! Wow. I wish they were eggs, but they are mites, which afflict so many insects. Dragonflies usually deposit their eggs in the water, or in aquatic vegetation. V
