"construction in progress" or "city in progress"

If you visit Shanghai these days, with the World Expo 2010 drawing near,
what you'll notice apart from constructions and developments
............... are still constructions and developments!!!

Of course we could be confident that all these constructions
would be completed to satisfaction before May 2010
and every place in unsurpassed great shape then.:-)
