Morning Herb, nice detailed image of this bird, I went to my, Birds of North America, by the Smithsonian Institution, authored by Fred J. Alsop. According to this book it closely resembles a Female Northern Harrier. The Male is featured, with much more detail, with a smaller insert of the Female. Mind you it's not a positive ID, but it might point you in the right direction...
