The street light is on the rakpart (river road), which has been totally submerged. The water is expected to rise by at least several meters before it crests, so that will mean even more roads close to the river will be flooded and buildings will be damaged.

Hard to tell from this distance shot, but the road in front of Parliament is also under water, and the river is slowly climbing up the stairs to the building.
