Decorative plate

They made all these holes by hand; I saw a demonstration at the mini-manufactory, and they still do it that way. I don't know why there is a hole in the center of the plate.

I wonder if this plate was used as a part of a serving tier of plates (2 or 3 maybe?) that are stacked with a rod running through the center? I have something similar that I use to serve cookies.
