Top image: As shot with some adjustments in Photoshop Elements - cropping sharpening etc.. As one can see, it is a rather dull overcast day. (shot at 180.0 mm)

The whale tail and surrounding water from the top image cloned on to an other image (# 515) to provide better background and contrast. (shot at 300.0 mm)

I think you did a very good choice the impressive tail of the whale is really enhanced by a different surrounding and the scene remains totally natural. Also the close up of only the tail in very effective.
