Hmmm, 'railway logic' here...
The top of the dash should be painted matt black to stop sun glare (as seen here),
the specifications state this....so they have 2 options, to paint it matt (as approved) or gloss (not approved)...so what do they paint it ?...GLOSS...it passes the cab comittee or whoever checks such things....and now we have to 'put up with' the glossy/glarey dash top...Try to 'book' it and get ignored, that it's not important...they can do things the correct way or the incorrect way, which gets chosen most of the time ? Guess.
