From an historical marker at the site:

Various historical document and other chronicles record that King Mangrai commanded his people to dig earth from a pond for the construction of Ku Come Chedi (Chedi Kum Kahm) as a place for enshrining Buddha relics for worship (in the northern dialect "Ku Come" means a golden chedi). In contrast, the Hariphunchai poem mentions that the King had the Chedi built to contain ashes of his wife who passed away in Wiang Kum Kam. This Chedi was formerly called Ku Come Chedi, but is known at present as Chedi Liem after its architectural style (Liem in this context means a square shaped Chedi bearing an acute tapering finial). Later, in 1912, Luang Yonnakanvijit (Mong Panyo Upayokin or Phraya Taka) who was a Mon merchant of Burmese nationality asked Burmese artists and technicians to restore the Chedi and add more decorations. The Burmese influence is seen in the floral and spiral designs above the niches and the limed Buddha images. However the original architectural style of the Chedi has been preserved.
Other Chedis of the same type are to be found at Wat Phayawat in Nan, Ku Kud Chedi of Wat Chamathevee and Suwana Chedi of Wat Phrathat Hariphunchai in Lamphun. Surrounded by a boundary wall and situated on a laterlite base, Chedi Liem was built of brick and coated with lime. It has two small entrances, one on the eastern and another on the southern boundary wall, used for entering into the area around the Chedi so that people can walk around the base in a clockwise direction when making merit. At present, the Chedi is 30.70 meters high on a square base of 17.45 meters on each side. The Chedi has 5 tiers of the relic chamber and contains 60 niches for the Buddha images. The tapering finial of the Chedi is decorated with a tiered umbrella of state. Moreover, the Chedi has a minature Chedi with umbrella of state situated on each corner of each tiered chamber (20 Chedis in total). However, each side of the unadorned square base (the lower part of the structure), contains a niche for a Buddha image in the center and a limed lion on ea
