According to a 2011 article in the Review-Journal, there are around 1000 shooters of various kinds. Sixteen of them form the giant cannon that pushes water up 460 feet. 208 of them are the dancers, movable nozzles that can shoot in any direction. Each canister here contains one nozzle.
It takes 30 engineers, all dive trained, to maintain these and the pumps and 5,000 light bulbs. They have a massive workshop out back.
The entire system was built between 1995-98 at a cost between $40 and $75 million - nobody will say the exact amount. The company that built the Bellagio fountains are said to have built one that's half again as large -- in Dubai, in the late 2000's.
