Working from jpeg:
I assigned Color match profile to soften skin tones and contrast, then Converted to sRGB for the web.
Since not working with RAW, I used essential adjustment layers for adjusting contrast and color balance,then increased saturation with layer mask to only affect the sweater colors.
PWL layer added to brighten and color eyes, darken highlights on hand and cheek and brighten shadow by head.
Made two Merge visible layers: sharpened one for eyes and blurred one for background. Layer masks added to reveal only the desired areas.
Added a stroked border in sweater-matching pink, blurred and erased so that it appears to be in the background.
