I have a couple of photos of a Sempervivum sp. which look very much like your photo, except the leaves(basal leaves and stem leaves)are not nearly as developed. The leaves were not very elongated and appeared very thick or succulent. Yet, there were some fully opened flowers. That was on July 17, 2010 on the ridge crest of Mannlichen (about 2,250 meters el.)above Wengen, Switzerland. Thanks to your good photo I now know the genus of what I photographed and admired.
