That bracelet is a Gauss mitigator. It reduces the effects of magnetic bubbles and Gauss bars. Note the parallel blue striations: proof that it has been used in the field at least once. Battery-operated (good for 2-3 hours of constant use at the highest power setting). Probably made in Taiwan. The style leads me to believe it was purchased at budget jewelry store. The downside: they re-direct cell phone signals to random phone numbers, thus should not be used when making a call. This drawback is usually a moot point because most people are completely incapacitated by Gauss-aches and therefore cannot even press the buttons on a phone.
