This is the Artvin Valiği, the seat of provincial government. The street is the Cumhuriyet Caddesi or Street of the Republic. There is a lolng street that winds its way up the hill, changing name every now and again. Dolmuşes make the ride as do some municipal busses, and transport is much easier than the steep hill made me think.
