This is the Selçuklu Zafer Anıtı or Seljuk Victory Monument. It is covered with copies of the tiles one can see in the Karatay Museum, nearby, a double-headed eagle from another museum, and as I read in a 2015 article has been placed in a pool in one of the busiest shopping areas.
