The veterinarian was using a rasp to grind the horse's teeth. Remarkably, the horse was largely calm throughout the procedure, and show absolutely no tension immediately after the thing holding it's mouth open was removed.
As to why it's teeth were being ground - I don't know. You'd need to ask a vet that!
