We were in Capitol Reef over the Memorial Day weekend. There were visitors but the park was hardly crowded. It is a great place for photographers and does not have the restrictions of parks like Zion where you are confined to busses during the summer season. Here you are pretty much free to wander. There are some back roads worth a visit but be sure to get a park map and inquire if there has been rain in the area.
