Looks like a Baikal teal! If it is a hybrid, it could be Baikal x green wing. Likely an escapee from someone's aviary.

I agree it is probably not a "Brewer's" Duck considering the size. It is certainly a striking bird. I have photos of a hybrid duck that seems like it either a Mallard x Northn Pintail or an American Wigeon x Mallard. The crazy hybrid ducks are certainly a puzzle.

This duck was hanging around with three Blue-winged Teal and the Cinnamon Teal during the time that I was watching it and it was the same size as the teal. I would suspect that a Gadwall x Mallard would be significantly larger.

I susupect that this is a Gadwall x Mallard, a.k.a a Brewer's Duck. It has been postulated that this head pattern is ancestral since several susupected Gadwall hybrids show a similar pattern. This is a very bright individual from the photos I have seen over the years.
