The magic wand would have done that with ease.. Which editor are you using? If you make a selection and hit the "Q" on your keyboard - does something happen? If parts go red, that's a quick-mask. You can paint on it in greytones to edit the selection more precisely. Typically black or white. Enlarge and paint along a horizon, for instance. Quick-masks are toggled on/off hitting the q key again.

I didn't do anything fancy and it was at least a week ago (we already addressed my memory problems) - I have been using the magic wand so that's probably what I did here - but that alone would not have made it too jagged. I might have sharpened it some, but I don't think so.
Anyway I was thinking garrish. Maybe I acheived that....

It's just my sordid taste of humor.. you'd think I learn - but I don't :)

I won't question the color (for the fear of Lonnit's wrath), but the skyline here is too jagged for comfort. That's the issue..

Ho-hum.. how did you make the mask? And at what scale? (I'm trying to prevent a lawsuit here.. )
