The star burst is due to the aperture blades. The more blade a lens have, the more star burst points there are, and usually, better bokeh.
F16 is a bit too much for your 20D. Stay under F11 to avoid diffraction.

No. I wanted depth of field ,so I focused at the front point and let the aperture setting do the rest.I also noted with the 17-40L glass it seems to exhibit a lot more starburst than my 24-70EX DG Sigma.
