The light spots are actually houses or other buildings that are showing through the haze. A more vertical crop showed more detail in the foreground that hadn't been obscured by the haze, and I felt it detracted from the layering effect.
I think it is great as is, first a layering of the mountains and then a layering of the clouds. I would clone, though, a couple of light spots on the nearest mountain.

The layered mountains look fantastic. Would it be better to see more sky or mountain?
