The boarder is pretty easy. I'm using PS CS. First, make a duplicate image. Reduce the canvas size of the dup by, say, 60 bytes. Create a white outer line by resizing the dup up by 2 bytes (You can use Edit->Stroke as well). Select the entire image and copy to the clipboard. Back to the original, apply a slight Gausian Blur (1.5) and then darker the image a lot(Edit->Adjustment->Variations). Paste in the clipboard. It should land dead center.

I've noticed this kind of framing a bit recently - the blurry outside. Care to reveal the actions? (I'm sure i could eventually figure it out myself but I'm terribly lazy!)
