Thanks Traveller and Melbob,
You're right Melbob, those are drops of water - on the top of a black limo with the reflection of an orange traffic cone coming from above.
When I was doing pp (wb, sat, contrast & sharpening) it just struck me that they kind of looked like bubbles rising, as if in a lava lamp. Hence the title.
The eye can play its tricks with this one, first impression was of rips /tears in a piece of material until the eye caught the 'drops' in the surrounding surface which then became obvious.
