Nikon Capture NX2
This program is a seriously ignored gem, partly as it is not too obvious how to get into using it.
I am doing this as an intro to pass on my own 2 years experience to supplement Nikons tutorials, and Jason O'Dell's manual which you have to pay for.

'normal' treatment making it worse rather than better
a counter-intuitive bit - heavy gaussian blur to problem areas
final result with a few distracting highlights removed

Came back here again to learn some more about NX2 of which I now use the trial version.
You brought me a few steps further with your explanations of masking, selection brush and colour finetuning with LCH chroma. Thanks sofar, I'll be back.
