John is correct this is indeed the result of center pivot irrigation systems. They're quite common here on the east side of the Evergreen State.

I believe these are fields in the 'desert' totally dependent upon irrigation. Hence the circular areas created by the irrigation boom sweeping round like the hands on a clock.
