Dave Williams asked why I used ISO 3200 (causing a grainy image) when I had a tripod. The answer is quite simple. I'm stupid.
This was my first time using a tripod and I was still thinking "If it's night then use a high ISO".

Alen, you don't need to use a high ISO for night images at all, unless you are hand holding it, which i assume you didn't since your shutter was open for 13 seconds. If you would've used ISO100, your shot would've been 32 TIMES less grainy! I have no idea why you would use ISO3200 on a still object when useing a tripod. The only thing stopping this from being a good shot, is the very VERY high grain. Next time if the subject is still, and you are useing a tripod... use 100-200 ISO. Sure you might need a MUCH longer shutter speed, like 1-2 minutes, but so what? you'd get the shot then. 'til then this is a very grainy shot.
When you double your ISO you half your shutter speed, but it's pumping up the gain on the signal, which will also pump up, and explote the inconsistences.
