Shirley, sounds like you still live there. Until the citizens decided to get up and clean the litter - the city will stay right where it is. The government (or someone) can pour all the money they want into building, renovating, etc -- but if not enough people care to keep it going -- and have pride -- nothing will change.
So many of the people who are posting are bemoaning the state of "my home town." Why did they leave? If something had kept them there, they would be the ones working to make it better (or maybe it would have never deteriorated to the point it is now).
Like so many things in history -- where/when was the turning point, the trigger so to speak, that made people say: "I'm outta' here."

It just takes a little exercise to clean up our city, but how many are willing to do so. The citizens would rather sit down and talk and do nothing than to just clean up the litter within their vision.
