Carol, This is an observation point (Mitzpe Moab) near the city of Arad high above the Judean desert. From the monument (made by the Israeli artist Tumerkin) at the peak of the hill one can see the Dead sea and Judean desert beneath. The sign on the rock at the foreground is a trail sign. All walking trail/trek paths in Israel are marked by such kind: color between two white lines. Such signs are scattered along each path.
