Announcing work is considered a form of community outreach and is sometimes accepted in place of real work. Some people make entire careers out of this practice. I agree wholeheartedly with Dave--people in Renton work very hard (to keep dry).

You may be right in this case, also. I did not notice any work going on; just that there was I think four convoy vehicles moving very slowly in the "fast" lane.

You can't fool me, Larry. I happen to know that "work" is such a rare event in certain places that it is necessary to warn the populace (with signs such as the one pictured) of its occurrence lest people faint or get confused by its presence. Washingtonians are hardened by the rigors of life and need no such announcement.
