In certain other countries which shall remain nameless. Buildings like this, with heads like those, were a warning that as a worker/peasant you were liable to be dragged screaming into the building. Whereby unspeakable, despicable, obnoxious acts were performed upon your helpless body. This served as a warning that you should know your place , and make no attempt to tell the people above you that they are possibly doing something wrong. I have been in a building like this.
